The rural economic development loans and grants program, administered through the Pennsylvania Agricultural Department, offers start-up and expansions funds for projects that will create jobs in rural areas. This grant is open to individuals and businesses serving rural areas or communities with a population of no more tan 2,500. Both profit and non-profit groups are eligible for funds.

Pennsylvania Agriculture Department rural business enterprise grants help small businesses develop and buy land in rural or economically depressed areas. Funds can be used to construct buildings, purchase equipment or develop roadways, utilities and parking areas. This grant is open to people and businesses in both rural areas and cities with a population of less than 50,000. Funds can be used for projects such as developing a community garden in an urban area or developing an organic farm tour in a rural area.

The value-added producer grant program from the Pennsylvania Agriculture Department offers funding to agricultural producers to add activities and enhance production. Grant recipients can use awards for feasibility studies, for start-up capital and for planning and developing value-added activities in a rural area. This grant requires a monetary match from the recipient, and the money cannot be used to buy equipment or building structures. Examples of value-added agritourism projects are hay ride tours on a farm, maple tree syrup sampling and a berry-picking farm.
