The Health Information Technology for Economic and Clinical Health (HITECH) with the collaboration of Department of Health and Human Services (HHS) decided to establish some programs for the betterment of health care issues including security and efficiency through the upgrading of health IT which contains, electronic health records (EHR) and secure and confidential electronic health information exchange.
Under the supervision of HITECH, eligible health care hospitals, and organizations can be qualified for Medicare and Medicaid Incentive programs, when they follow the certified HER software technology to achieve its goals and objectives.

The Medicare and Medicaid Incentive Programs designed some objectives and main purposes according to the growing requirements of meaningful use.

The Key Objectives of Meaningful Use
The key objectives of the meaningful use include;

Basic Needs of Stage 1
Meaningful use sets some objectives for the eligible professionals, hospitals and critical access hospitals (CAHs). They are about 24 objectives, in which 19 must be met. This stage 1 is between 2011-2012. It mainly depends on the Data Capturing and Sharing. The main focus of the Stage 1 includes;

Basic Needs of Stage 3

Stage 1 was depending on data capturing and sharing, while stage 2 depends on advance clinical processes. The stage 3 depends on the improved outcomes. The stage 3 criteria focus on the;

Clinical Quality Measures
In order to meet with the core values and key objectives, eligible professionals, hospitals and CAHs are required to follow the clinical quality measures. Clinical Quality Measures conclude that;
€ Eligible professionals must follow the total 6 quality measures. Out of which 3 are for core measures and the other 3 is for additional measures.
€ While Eligible hospitals and CAHs must follow on all of the 15 clinical quality measures.

Core Objectives of Meaningful Use
Now here is the question arises that what are the basic core objectives of meaningful use which are supposed to be followed by the eligible professionals. Following are some of the core objectives of meaningful use.
€ Users electronically record modification
€ Maintenance of patient's medication
€ Maintenance of patient's allergy list
€ Make records and charts of;
a. Weight
b. Blood pressure
c. BMI
d. Height
€ If the patient is 13 years or more, notice smoking status
€ CPOE of medications
€ Drug-drug and drug-allergy relations drafts.
€ Implementation on one clinical decision support rule
€ Exchanging of key clinical material
€ Make sure to provide each summary of patient's report on every visit.
€ To give electronic copy of patient's records to patient with complete confidence.
